Shigaraki agreed to let some of his members work for overhaul, but it seems there was an ulterior motive. Any idea what he might be planning?

Do you think an outside force did this (like another quirk user) or was it Overhaul himself? If you believe it was an outside force, who/what could it be? If you believe the ladder, from a writing perspective how do you interpret Shigaraki and Overhaul having similar quirks but Overhaul possibly being able to restore what he destroys?
