The number of pro heroes is not necessarily proportional to the level of public security they provide if they are slacking and busy doing non-hero side jobs all the time. But you can imagine once the Hero Killer takes out several heroes in one city, the rest of the pro heroes will be more alert. By the time they start doing their actual jobs more seriously, the Hero Killer has moved to another city, and they will end up catching more regular criminals. Hence, the crime rate goes down.

2023-10-01 01:31:55 +0000 UTCThere's also an interesting distinction to be made with young female heroes being taught so early to market themselves for beauty products, as their mentor is doing, compared to Bakugo literally being told your manner is too abrasive and you need to come down to an average person's level of tact and reassuring "bedside manner", so to speak. To me, they're opposite ends of that spectrum because Bakugo is being told to come to the middle while the girls are being taught to go to the opposite end of the spectrum and market themselves as attractive (none of the boys are being taught this).
