The other is to serve as a juxtaposition between how the world lives vs the reality of what's going on. For example the school is scheduling a "Cat Festival" while war, terrorism and genocide are going on all over.

Lelouch had none of that which is why he lost. That's the harsh reality of attempting to take on a well-organized military empire and something he needs to learn from.
