Has propaganda ruined democracy?

I would say the issue is that propaganda shows a flaw in democratic systems, namely its a vote of majority. This is why democratic republics become more of a central need over territories is that concept that people of one place are beholden to the most people in another. But the biggest issue propagandists, marketers, and even the most devote PR team have is narrative is a fluid thing. Take for example how a single soundbite can alter a campaign. The point is that people aren't easily swayed as much similar people are similarly swayed, and vice versa. Now democracy has a huge strength to combat this that this sway of people is more fragile than what most people think, and for people in power to maintain power they have to reflect this similarly. Like you said they have to keep the grift, but the grift only works if they keep it going. The balance of power and the masses is easy when the masses agree with power. This is where propaganda is a double edge sword, anyone can use it. And in a system that is built on agreement, then the only question remains the same as before propaganda entered the zeitgeist of the modern era, Who do most people agree with? So it can't really ruin it as much affirm what is already was. The down side is that it is flawed as the outcome of such vote can have harsh conseqences, but what is more likely is that power will maintain the status quo that allowed it to gain power in the first place.
