The main-line pokémon games have indeed changed very little. The biggest change is that the latest titles have become open exploration instead of the usual linear progression.
However, everything else has remained the exact same.
The major difference between titles is more the story and available pokémon. Some generations do really well, others not so much.

Scarlet/Violet takes place in the Paldea region, which is based on the Iberian Peninsula (Spain/Portugal/Andorra). The Treasures of Ruin are based on the Four Perils of Chinese folklore. The fact that they were taken to Paldea by merchant might refer to longstanding China-Portugal relations.
Scarlet/Violet is Pokemon's first attempt at an open-world game so there's more exploration than previous entries, for better and for worse.
