He's added an alternate name of the "Department of War", which was what the DoD was named prior to the mid 20th century. He can't fully rename the department without congressional approval, but because of this alternate name, Hegseth has changed the website, email signatures, building label to be the DoW. As far as Token/Tolkien, Black has been his last name this entire time I think. The whole "token" name was definitely meant to poke fun a a "token" black character in shows, the whole "Tolkien" thing is making fun of that assumption.
