It's not part of comic making in general, but it's part of how F:NM gets it's 'look'. I use a grungy, sepia toned texture and place it behind my artwork, and then set the different layers to different settings. In some cases, I just fade the opacity, in others I use colour burn.
I thought that made the colours looked too one note after doing that, so I overlayed a red on top and erased bits of it, so there's a nice fade.
