Making a Page: Step 1(ish)

You'll notice I put this as Step 1(ish). The 'ish' is because there's actually a step before this- layouts. I have a template I use to draw thumbnails of upcoming pages on, which helps me figure out motion and how I'm giving the story. It lets me figure out the bones of a page, like paneling, motion, and expression. The final page will probably look very little like this (notice how on the third panel, Tails is basically a... well, a nothing)!
But I then take my layout doodle and blow them up. That way, they can serve as a visual guideline for what I'll be doing on the page. It's not a strict guide, though. Things get altered over the way all the time.
