The solution is simple: Emily gets to play 2 identical twin halfling wizards that take turns on each others shoulders cosplaying as one regular size man. The charachter(s) get twice the spells, but half the movement and disadvantage on things like grapple. Also, they can only use the spells of whomever is on top (this will help solve combat OP issues).
