Due to my intense love for you guys and Eberron, I am going to try and explain Dragonmarks.
Dragonmarks are basically physical manifestation of being really good at a thing, in current 5e it works as a race, but they're based off the "basic" races (humans, elves, dwarves, halflings, gnomes, half-elves, half-orcs) this was done to make those base races cooler.
So there are specific marks tied to specific Houses, who act like big fantasy corporations, and because they have these marks is what gives them a competitive edge, usually in small bonuses to certain skills and some minor spells.
This then allows someone from a spellcasting class to be able to learn spells from the mark's expanded list, you don;t just get them, but you can choose them. at least if you guy by the new Eberron book, in the older materials you could take a feat. I dunno if this helped anyone or not, but if anyone wanst to know Eberron stuff I am willing to rant about it.

I see the tattoos as being a great tool for the DM when they want to give some enemies a little something extra without leaving another magic item for the PCs to loot after beating them.
I'm picturing the PCs come upon a town where every other day a group of tattooed bandits come down from the hills to raid the town just before dawn. Give the PCs a day and a half in the village to gather information and come up with a plan, and then have the have the bandits show up, use their abilities, then after a couple rounds of combat have the first rays of dawn light fall across the terrain and suddenly the bandits all have their abilities back.

Excellent mixed bag! Love the idea of the magical tattoos - and the possibilities of expanding what they do as your characters gain experience... starts as a "base level" magical tattoo, and grows to a wondrous at higher levels... Now to find my VHS of WaterWorld... 😅😅😅

Mincemeat is a sweet pie filling of dried fruit, nuts and sometimes booze. It also contains suet which can, but doesn’t have to be, made from beef. Minced meat, or just mince, is meat put through a mincer.
