They're specifically referencing someone who would have been bound to Iron not through the legions. Either in secret or something like that, that would then not have an inhibitus on

In chapter 9 it says: “What are they looking for?...” “Anything that the Empress forbids. Electi using forbidden Symbols. Cheaters. Every once in a while, someone tries to sneak an ironbound into the Copper or Silver circuits.” An ironbound would be impossible to sneak in because they'd have to have a collar marking them as an ironbound, if they didn't have a collar they'd be an infernas? I think they were called in the previous book where it was said castor was the first in 400 years. So this would contradict that timeline. Also I'd assume anyone who created an ironbound without a collar wouldn't risk the likely immediate mass executions that would cause. Unless they were collared, but how do you sneak a fighter into a super public gladiator match with giant collar marking them as ironbound? That seems, so difficult that it wouldn't even make sense for anyone to attempt it. But yeah Its confusing.
