The Reach has still a minor numerical superiority in theory, but given that their fleet is currently divided on four fronts, they are on a map outnumbered everywhere, and to make the problem worse, they have a large fleet in construction in the Highgarden yards. Which means everyone has a nice interest in ensuring their power is removed from the Great Game...
