Yup. Most ships have the bridge at the top or front (Federation tends to be the top, Klingons tend to be the front). A few exceptions exist, such as the Walker class that has the bridge at the bottom of the saucer section.

The bridge on the "Enterprise D" is the same location as on the original Enterprise: on the very top, center of the saucer section. They tend to show the view from below most of the time but I think that's just because it's a more cinematic angle. Looking up at the ship makes it seem more imposing.
