This is actually inspired by (though not based on) reality. Denzel Washington's beard is intended to emulate real life police officer Rafael Pérez, a central figure in a bunch of LA police scandals. The Script had been floating around for a while before the Rampart Scandal started to break, at which point they finished up the script and started filming.
