Also I think your perception of Prez is very wrong. He definitely felt something about shooting the cop. One of the first things he asked Daniels was if the cop had a family. The rest of his blankness is definitely a case of shock.

Rule one: do not draw your weapon unless you intend to use it. Rule two do not point your weapon at a person unless you intend to shoot the person. Rule three: Do not fire your weapon unless you intend to kill the person. Those are the firearm rules I learned in the Navy.
