Given that Kensei had to take Shuhei out to the outskirts of the Rukongai before he could have Mashiro hollowfy to train him for Bankai, I suspect that the Visoreds were forbidden from using their Hollow powers in the Sereitei by Central 46 as a condition for them returning, which would then also partly explain why not all of them actually decided to come back. That's exactly the sort of dick move that Central 46 would do. Plus, in each and every Visored fight so far, they seemed to have an overwhelming advantage even without the masks, until the Quincy suddenly flipped the script and took them down before they could react. If the reversal of fortunes hadn't been so total and immediate, I'm sure they would've said "Screw Central 46" and pulled out their masks, but they got their advantage reversed on them so quickly and totally that they just didn't get the chance to make that decision and act on it.

Shinji gets to show off his bankai and even gets a cool extended scene against Bambietta before immediately getting one-shot within a minute of the next episode. Kensei and Rose have one of the coldest pullups against Mask and then are immediately defeated in the next episode just to prop up Renji beating him. Justice for the Visoreds!
