I noticed that the Sulani artifacts I was using were just the built-in Sulani treasure items, so they didn't have authentication states, source tracking, etc. So I created clones of them that act like the rest of the artifacts. This allows the Sulani missions to work as intended.

I think I've been through all of the mission permutations now, and can verify that they all work (unless I missed some). I made some improvements and bug fixes to a few of the relics.

I added more debug menus on the dirt clumps and artifacts so that you can set the source region, cultural era, authenticity, rareness, etc if you get frustrated by looking for something and just want to move onto a different mission. The instant authentication menu is handy if you want to populate a museum with artifacts as well.

The Docent should give tours more often, and selling artifacts to them works more consistently. The Docent will walk to a random artifact or exhibit in the museum, try to gather a crowd, then start telling a story about the exhibit. You can prompt them to give a tour by selecting 'Ask about Museum Exhibits'.  The route that the Docent takes during the tour is mostly determined by the placement of exhibits. They sometimes get stuck describing each of the exhibits in the same room over and over. I'm working on getting them to roam around the museum more often.

If your sim watches the museum tour for a bit, which they may do autonomously, they will gain Sim Lore. You can also gain Sim Lore by viewing art in a museum (it's assumed you are reading the little card describing the exhibit, lol). Between the Docents and the additional sim lore gain from viewing or doing historical analysis of the exhibits, there might be more reasons to build and visit museums.

I'm going to try to dig into the Archaeology Dig social event again next.

Thanks! And feedback is always welcome!
