The reason Sora had the nine tail chakra thing was because he was a baby on the night the nine tail attacked the village, so he absorbed some of the left over energy. He has far far less of it than Naruto but enough to be dangerous. Hope that helps a little bit, I was confused when I first watched this filler too.
