You mentioned "if it was a bar fight". The way I look at it, if someone at a bar hits someone and they stumble and fall or have a random brain condition that kills them, you still did it. Hitting or pushing someone has a risk that you took on by deciding (or impulsively) to strike someone. You still did it. She was arguing when she (should have) knew better. Poole's punishment was right for the incident, pulled form flight status and docked money. Allowing her to be sent back to USSR, to lets be honest, probably killed to make her an example of going against the new regime is way too much. Poole is stuck between siding with the new regime, or doing nothing, which causes her people to hate her.
