Those things between the Acts are new as of this episode. They are called "Foofs" or "Phoofs," not sure which. Donald P Bellisario, the creator of the series wanted them added. Story is that the sound is sound DPB himself and it is intended to be like an old-timey camera flash. NCIS LA has a similar Act break, but it is a rapid digital camera sound. NCIS NoLa has an off-color image. NCIS Hawaii has tribal drums and a blue hued image. NCIS Sydney has a more metallic sound, and the image goes to B&W then pixelates to black.
