This is completely contrary to the worldview of Soviet citizens. This really was not, even some miners mentioned this in an interview.

Honest mistakes and cutting corners and outright corruption. Between these three, the former three could not be flawless. This is true in every country. If you are going to operate technology which could result in mass destruction, you need perfection. And when in human history have we been perfect?
