Updated tiers

So I went ahead and changed the tiers slightly. The benefits that applied to tier 3 now apply to tier 2 as well.
And members from tier 3 will be able to participate in a monthly poll for a drawing of a character.
We'll start with that (almost) right away, I'll draw something to promote the poll on social networks and we''ll be doing a poll right after for a character in a santa outfit for the coming season!
