Venezuela was trying to get away from Standard Oil, turned other names after that by the Dutch who refined the oil on the coastal Island of Aruba. After that its basically the CIA supported ring wing killing the left, who want the profits to stay in the country. The state owned oil company is PDVSA. Any attempt to rebuild any oil refining in Venezuela was destroyed, over and over again. PDVSA did get big enough to buy refineries in other countries. By the late 90's, the PDVSA was probably more wealthy then the whole of Venezuela. The oligarchs were happy, but not the people. I could be wrong, but corruption and foreign interference leaked most of the wealth out of the country. I could imagine that if the "Jackals" are always killing off people in your country that don't agree with USA policy, it could be hard to understand why big corporations just seem to funnel the wealth of a nation to other places.
