In Unity, add a PhysBone component to the "Wizard_Root" bone.
I am using default PhysBone setting for this asset's showcase.
If you want the beard material to have transparency in Blender, change the texture to "Hair_Albedo_White.png" and change your blend mode to "Alpha Hashed" (or "Alpha Clip). This can be changed in the "Material Properties" tab in Blender.

If you prefer to use the hair texture with transparency ("Hair_Albedo_White.png"), be sure you used an appropriate shader that supports transparencies, such as Poiyomi.
