Sure, the Agents were able to stop a threat: contain a hazard with minimal threat to the public, stop a leader of a cult from summoning something awful, or secure some dangerous artifact, but something outside the Agents control almost always occurs. The hazard pops up again in on the internet in some foreign country, a member of cult escaped or wasn't present and he's continuing his masters studies, or the secured artifact disappeared from the Green Box. And victories always come at a price!
