The story with Sanji is Judge's experiments supposedly failed with Sanji hence him being told he was a failure i.e. regular human. But it seems like since he used the suit something in him has awakened. That's why Sanji keeps saying I'm not a monster and a human, Judge even thinks he a regular human cause nothing ever seemed different about Sanji
