Kamo san is a bastard but because he inherited the main inherited technique of the Kamo Clan aka blood manipulation he got taken in as the heir to the clan and because his mom is just a side hoe she couldn't be apart of the Kamo Clan. The only way she can if Kamo becomes head. It's the only reason Kamo san didn't leave like Megumi left the Zenin clan.
