Bonus! X-Ray Glasses Kid

Is this kid a real kid within the Simpsons universe? Or is he a drawing within a drawing, existing only as an image on a comic book page? If so, he's far from the first fictional character we've encountered, but his wacky eyes and teeth stuck out to me, so here he is.
I did some research into what these sorts of X-Ray glasses are, and you won't be surprised to learn they were garbage - they simply offset images to make the wearer see an illusion that could be perceived as a skeletal structure. Between these, the muscle enhancer, the hypno coin and the spy camera that Bart sees in his comic book, it seems like he made the correct choice, in that his spy camera actually works.
