Not to start any sort of weird discussion, but Elinalise does, in fact, not have a large chest. In both the novels, anime and other drawn medium she's always depicted or described as having a small chest. You'll find the same if you go to the wiki and check the 'Appearance' subsection. Though you are - of course - allowed to depict her as you wish.
