Depending on the encounter, those icons below the target can convey information that's critical to success. No matter what resolution you're playing at, you can make Target and Implied Target Effect icons easier to read and keep track of. Take a look!
If you use ProfitUI CE, it has a similar custom setting. Check out ProfitUI CE Target Icon Size.

And speaking of targeting, DarqUI has some other options for displaying your targets and implied targets. Player and custom Extended Player windows can be configured to display both of them alongside your own character's information in the familiar Self > Target > Implied layout, and the NPC Spell Monitor displays your targets along with the spells they are casting.
But did you know the basic Target and Implied windows have two different display modes? You can switch between them in Options > User interface > Name and Chat Bubble > NPC Evaluation. (If you don't see NPC Evaluation in the list, click the small "Advanced" button at the top of the Options window.)

If you've never liked the fancy scrollwork around target names, now you can make it go away. This also affects overhead nameplates. Experiment with the setting and choose whichever style suits your tastes.
