In one of those episodes, Katara and Toph have a girls day out, and it ends with a bunch of rich mean girls making fun of Toph's looks. She throws them in the river and too many people took what Toph said at face value. When you listen to the tone of her voice, and look at how its drawn, its obvious that Toph thinks about the way she looks. While her being this busty is a result of a fight with Deviant Art, I've always liked the idea of Toph being an ugly duckling. A girl who became a great beauty in her adulthood. It's a trope that I'm a fan of.
