The tournament was a parody of wrestling, so Fire Nation Man was a parody of a wrestling "heel", which is a villain character who represents something easy to hate. The heel was often themed as a Russian during the cold war, which is why Fire Nation Man has a Russian accent. And just as the wrestlers playing those characters weren't actually from Russia, we can see that FNM is an earth bender, and is probably from the Earth Kingdom.
