In the mid-2010's I had been living in New Zealand for years on a student visa, and, still being a student, there was no particularly easy way for me to "upgrade" to a resident or permanent resident visa via New Zealand's system alone. But: if you happen to have an Australian PR visa, and you enter New Zealand, you automatically get a New Zealand PR visa (which, unlike the Australian one, is actually permanent). I learned that I qualified for an immediate Australian PR visa -- but in order to get the requisite total points for it, I, a monolingual native English speaker from Canada, had to sit for the IELTS -- a something like 5-hour, $500 test of English proficiency for English-as-a-second-language learners. That was equally annoying and hilarious. The examiners passing by would see my passport on the desk and joke "Hey, I thought they spoke pretty good English in Canada.."
