If you remember the episode of my sisters keeper, after Octavia gets caught they show a scene of Bellamy with the guy who gave him the gun to kill Jaha. When that scene started it said one year later and that's the same day they we're sending the kids to the ground. Jaha in this episode told Pick that he has 2 weeks to give them the crash course, so it's been a year. But I think Octavia was acting weired because she never had a lot of human interaction and Jaha floated her mother and locked her up for being alive.

Judging by the reactions of the other kid prisoners & her awkward moment with Jaha, Octavia being discovered at the dance with Bellamy which led to her mother being floated most likely was fresh & happened not too long before the classes & being sent to the ground.
