Jinwoo put those soldiers in their shadows for protection and surveillance. The same thing he did with his sister in an earlier episode. They're there to protect them and alert Jinwoo if there is any danger to them. Obviously Jinwoo can't be everywhere at once so this is his way of having an insurance plan on people he wants to protect or is interested in. He also has soldiers scouting and protecting the city from any sort of threats. He doesn't have to do any of the heavy lifting anymore. If one of the shadows gets defeated, he will know and then be able to jump into action when he is needed.
