"Let's blow this popsicle stand" definitely had a bit of a slang resurgence a decade or so ago, so when this came out in like 2008 it might have been a bit more topical. I think a character says it in the animated Madagascar film for instance.

"Let's blow this popsicle stand" I've definitely heard this before in other media, I think it's some kind of outdated phrase. No idea how or when it became popular to say but I don't think Usopp has any business saying it lmao. Probably whoever did the eng subtitles for this episode was being a little goofy that's all.
