A significant part of being a mage involves passing on knowledge and studying. With magic, the theory is just as important as the practical application. Regulation helps with teaching, creating schools, and employing teachers. It’s similar to having academic grades. Additionally, regulation helps indicate how powerful a mage is, which can determine their eligibility for more dangerous missions, such as venturing north, where a powerful mage is required. Moreover, powerful mages are akin to walking nukes, possessing the potential to cause immense destruction, which makes regulating their abilities even more critical.

Elves are so rare in this world that some people have never seen one. They may know of Frieren's story of killing the demon king, but she looks young. Maybe it's not a well known fact that they do not age after a certain point. The first class mages we see here should be aware of Frieren though. I think it's a bit silly that they do not know who she is. I mean she filled out the paperwork . I think that Kanne and Lawine may not like each other but maybe it's love. I think the fighting is their way of flirting. If they really hated each other then I doubt they would still be around each other.
