I think most recaps are safe to skip. They do sometimes sneak in some new scenes/dialogue within the recap though, like right before the episode title. So you know, just be wary if you decide to skip them from now on.

There was literally nothing there that resembled even a glimpse of who Chopper was. Also, if you want to skip the recap section it's fine. It does serve as a reminder for those who forget some details but watching these episodes back to back means you don't really have to see it again.
