I can't speak for Colleen, but my understanding of what she's talking about here is this: to achieve a more graphic or "iconic" look in your painting, your values need to be clustered toward either the dark or the light, with very little falling in the middle (mid tones). Another way of thinking about it would be painting with higher contrast. To use your example of the gradient, you're basically cutting out the middle section of the gradient and choosing your values from either the light end or the dark end. Hope that helps!
