Under powered devices like set top boxes, streaming sticks, and smart televisions could stream anything but like Netflix certain games could be downloaded depending on what platform you are using. A mobile phone might be able to download a less intense more casual game to use while away from the internet where as a person on a gaming PC could download their competitive E sports titles for lower latency when the network is busy.
