Yeah, the carpet thing is portrayed a bit confusing. I dont think they were saying the carpet fiber in the watch incriminates norma, lacey is right, he lived there so it's possible carpet fibers are all over his clothes and apperal. What romero is getting at i think is he thinks there is something incriminating in the carpet norma pulled up. If they can match the fiber in the watch to a load of carpet at the dump they know they have the exact right carpet. If theres something incriminating in that carpet, say a blood stain, thats reasonable suspicion that norma was pulling up blood stained carpet.
You are right, when you peice it all events together as a whole it's extremely suspicious. Keith was last seen arguing with norma at the house. His car was left right next to the bates residence. They were pulling up carpet the night of the disappearance and she had a slash in her hand. And since then her words to Romero were contradictory at times and she seems to act suspicious when she's under scrutiny by Romero. Couple that with the fact that keith was known to be violent and pissy abut the foreclosure. Norma is certainly their best, probably only lead. At this point in the show though S&L cant also rule out that by the end of the episode maybe shelby rated her out and that's why she's being arrested.

Even though keith did live there and it wouldn't been impossible for it to be old carpet fiber. i think the cops have enough suspicion on Norma. they hope by putting pressure on her she'll crack and admit her guilt.

The carpet did get keiths blood on it so that would be damming evidence. I think they would still arrest her even if they hadnt tested it yet because the suspicion on her is so high.
