That is what I took from it. This episode was about showing us him trying to be the old Walt... and he just can't go back to that. Plus, it seems to me that he is stepping it up a notch by his behavior towards Hank (asserting his dominance) and his approach of the amateur meth dealers.

This is all about Walt realizing he likes the power. He has been stepped on his entire life, dealt crap cards and now things are going his way and he can't get enough.
