Bastion isn't a mutant and neither are humans like Cap, Spiderman and Hulk. Mutants are born with the X gene that actives usually around puberty. Enhanced humans like Spiderman Captain America, or Hulk were genetically altered either by experiment or accident and don't possess an X gene. There are also Mutates like Deadpool who aren't mutant, but carry a dormant X gene that is forcefully activated through experiment.

OMEGA LEVEL actually is clearly defined as a mutant with no upper limt to their power. Technically, Jubilee is omega level too. Her power isn't fireworks. She has the ability to destroy matter at a subatomic level, so if she pushed herself hard enough, she could basically wield atomic level explosive power.

#sundayrundown On the "Omega level" thing, it's been pretty nebulous/poorly defined, but a non-exhaustive list includes: Storm, Jean Grey, Magneto, Legion and Iceman, plus some characters you might not know/might be spoilers. Notably, there are some heavyweights like Xavier and Apocalypse that got left off the official list Marvel posted a few years ago (including the original mutant labeled as Omega by Nimrod in the 80s who IS a spoiler.) As comic writers tend to vary people's powers and abilities based on how much they like them, I find it a fun term to throw around, but not particularly important. I actually really liked it back after House of M when a government agency posted a threat list. It was based not on A) how much damage a mutant could inflict with their powers and B) how willing they would be to do so. It WASN'T a power scale or even something absolute, just what someone THOUGHT their threat level was. As a final comment on power scaling, I really hope S2 lets Cyclops do some damage. The power of his beams have been pretty lackluster in the show considering that in the comics he's punched holes through mountains and one-shotted groups of regular sentinels. I get that he's supposed to be holding back, but I want to see him tear off the visor and see the raw power spill out and obliterate.
