The flag is also in the episode 18 of season 3 of Buffy, in the writer of the school journal room.

But also, yeah, it is kinda "that racist movie" because they cast a white guy as an Indian and had him do a full on Apu accent. (Which is weird because Fisher Stevens has said the role was originally written as a white guy, which is why he was cast, and they just decided to change it to an Indian character without changing the actor; he also has said he now very much regrets having done it but he was young and needed the work.)
