Side note : Latin actually comes up a lot when it comes to the law! https://en.m.wikipedia.org/wiki/List_of_Latin_legal_terms (Not sure if its use is as common or heavy in the US as in Europe though.)

They weren't tied to a branch, like a Manchester borough for example, and had less restrictions, they was armed too. So they operated anywhere. Something like that. They dont exist anymore, as they got a bad reputation for corruption and bending rules and was shut down a few years after this show. The big wigs in charge of it got locked up
