[Skies] Item - Mantle of the Eyrie

This cloak was originally just like any other feathered flying cloak but a later rework to make it more interesting and unique. Now it has baked-in lore potential, allowing characters to theoretically make this cloak following a friendly encounter with a flying feathered creature. Amazingly, there are a couple intelligent enough to do so, including the Giant Owl!

I probably mulled this over for 5+ hours. While tuning to the item's rarity, I compared this to the Wings of Flying. 10 minutes of flight per day is limited enough for a rare item without attunement and I would consider that a minor benefit in any attuned item. Attuning to this mantle grants an additional minor permanent benefit plus another limited one. For Giant Owl and Pegasus, this limited (and powerful) benefit is specifically tied to the limited flight use, so you'd have to choose carefully to avoid losing its benefits for a later encounter.

Magical feathered cloaks are common amongst arcanists, but their unique origins vary wildly. For the mages and druidic orders aboard the floating city of Cirro, such cloaks are sewn from the feathers of enormous birds of prey, either harvested from their nests or granted willingly.

Wondrous item, rare (optional attunement)

While you wear this cloak, you can use an action to gain a fly speed of 60 feet for 10 minutes. Alternatively, you can gain this flight as a reaction whenever you fall more than 60 feet, effectively arresting your fall. Once used, this property can't be used again until the next dawn.

Gifted Attunement. If the cloak is made from feathers freely gifted, you can attune to it and gain additional benefits. The benefit is determined by the creature that gifted you the feathers. 

• Giant Owl. While attuned, you gain darkvision out to 120 feet if you don't already have it. While you benefit from the cloak's fly speed, you become proficient with Stealth and can add double your proficiency bonus to ability checks you make using Stealth. 
• Pegasus. While attuned, you gain the ability to read, speak, and understand Celestial and Sylvan. While you benefit from the cloak's fly speed, you have resistance to radiant and necrotic damage. 
• Sphinx. While attuned, you add fly and levitate to your list of spells known or prepared, if any, and cast them from the cloak using your own spell slots. You also gain proficiency with History.
