As I did research for the brainstorming, I discovered there weren't actually that many different types of clouds - a good number of them are derived from various combinations of nimbus, cumulo, cirro, and strato. Anyways have some more good cloud rendering.

Where typical mages surround themselves with strange pets or helpful familiars, weathercasters instead employ tiny elemental motes. Each mote is formed from coalesced arcane energy, siphoned through a strong connection to nature.

Weathercaster's Mote
Wondrous item, very rare (requires attunement by a spellcaster)
While attuned, this Tiny magical mote hovers within 1 foot of you and orbits you. It takes on an appearance that matches the predominant weather pattern at your location, which also confers a benefit to you. You can use an action to remove a mote, ending its effect. Another creature can use an action to touch and separate the mote from you by making a successful DC 24 Wisdom (Nature) check.
- Clear Skies. The mote takes on the appearance of the sun (during daytime) or the moon (during nighttime). While it orbits you, the mote sheds bright light out to 20 feet and dim light for an additional 20 feet. You can also cast flaming sphere (if during daytime) or moonbeam (if during nighttime) from the mote using your own spell slots, without providing material components.
- Cloudy. The mote takes on the appearance of dark gray stratus. While it orbits you, you and allies within 10 feet of you are considered lightly obscured by the mote. You can also cast fog cloud from the mote using your own spell slots, without providing material components.
- Rain. The mote takes on the appearance of a drizzling gray stratocumulus. While it orbits you, you have resistance to fire damage. You can also cast create or destroy water from the mote using your own spell slots, without providing material components.
- Snow. The mote takes on the appearance of a flurrying nimbostratus. While it orbits you, whenever you cast a spell that deals cold damage, you can roll an extra d8 and add it to the total damage. You can also cast grease from the mote using your own spell slots, which manifests as a pool of slippery ice instead of oil. You don't need material components for this spell.
- Thunderstorm. The mote takes on the appearance of a dark cumulonimbus. While it orbits you, whenever you cast a spell that deals lightning damage, you can roll an extra d8 and add it to the total damage. You can also cast thunderwave from the mote using your own spell slots, without providing material components.
- Windstorm. The mote takes on the appearance of a tiny tornado. While it orbits you, whenever you hit a target with a spell attack roll, you can push either your target 10 feet away from you or push yourself up to 10 feet in a direction of your choice. You can also cast gust of wind from the mote using your own spell slots, without providing material components.
Forecast. While holding the mote, you can spend 1 minute of concentration to predict what the weather will be at your location for the next 24 hours. Once you have learned the weather this way, you can magically alter one weather pattern of your choice that you learned, selecting from those in the list. That weather pattern then manifests accordingly. Once you change the weather this way, you can't do so again until you finish 1d4 long rests.
