[Skies] Item - Nimbus Cloak

Welcome to the first item of February's theme: Among the Open Skies! I think this will be a very cool month - I'm trying out some new ideas and hopefully some more unique themes. During brainstorming, I had to stay away from the more established flying cities (like Avalir) and even partial similarities to the Cogwork Citadel's mobile city. I hope to explore storms and elementals in a future theme in more detail.

This is probably one of my cooler cloaks I've designed. In addition to the basic obscuring benefit (which imposes disadvantage on other Perception checks), it also has the potential to help allies sneak, fight, or control. I also used a different rendering method for the art as well, so it's got a very different cloud look.

Shaped from condensed clouds, this cloak bears the craftsmanship of a weathercaster and texture of an air elemental. The ends of this partially translucent cloak continuously flows in the air in weightless fashion, pooling and rippling like miniature clouds. While you wear this magical cloak, you are considered lightly obscured to creatures that rely on sight.

Nimbus Cloak
Wondrous item, rare (requires attunement)

Cloud Cover. This cloud has 3 charges and regains 1d3 expended charges daily at dawn; it regains an extra expended charge if the weather is completely cloudy or foggy at dawn. While you wear this cloak, you can use an action to expend a charge to thicken the cloak’s clouds around you, causing it to fill a 15-foot radius circle centered on you that moves with you. This area is lightly obscured against creatures that rely on sight. The clouds last for 10 minutes, until dispersed by a very strong wind (more than 50 miles per hour), or until you dismiss it as an action.

Brewing Storm. When you use this cloak's Cloud Cover property, you can expend 1 additional charge to imbue it with an additional effect that lasts for the duration.

• Heavy. The clouds thicken further and the area becomes heavily obscured for the duration.
• Precipitous. The clouds grow humid. Creatures of your choice in the area have disadvantage on ability checks or saving throws made to resist being disarmed, as well as ability checks made to grapple.
• Rumbling. The clouds are charged with static lightning. Each creature you designate takes 1d6 lightning damage whenever it enters the area for the first time on its turn.
