Probably one of the biggest moments of character development for Cid happens here and is easy to miss, he actually feels regret for his actions for a moment. After he shows Rose her mom banging perv he's expecting her to go into revenge mode per his script but instead she loses her mind, vomits and passes out from the stress. Cid then feels bad and apologizes, realizing he pushed it too far. This pretty much never happens, Cid genuinely doesn't see the people around him as people, they are just extras and props in whatever scenarios he decides to write up, and whatever happens to them doesn't really matter either (he set off a magical nuke in the middle of a populated city, yes it had been largely evacuated but he wasn't aware of that, and he did it just because it would look cool). He told Rose himself (although of course she misunderstood the meaning behind his words), he's divided the world into things he cares about and things he doesn't, and what he cares about is his Role as the Eminence in Shadow and all the scenarios he makes up that support that role, the people around him are not important other than the parts they play in his scripts. He even makes up backstories and motivations for the people he meets and then acts based on those, not bothering to try and understand what they actually want. The fact that he actually felt even slight regret for his actions (thus seeing Rose as an actual person and not a prop, and then having a conversation with her about his true feelings) is character development right there, albeit a very small amount.
