The 7 shadows are the seven original members of Shadow Garden (such as Alpha and Delta). Cid and Alpha basically raised them as they were all kids when he found them (he was a kid too) but then they built Shadow Garden on their own without his involvement so most of the members don't know much about him or his identity. Cid also knows nothing about Shadow Garden, he assumes they're all just roleplaying just like he is (and assumes all of the other members are just hired help as part of the act). Also, him only being angry because Rose is not following the script of his "Make Rose a Tyrant so he can fight her in a cool showdown" plan is peak Cid.
